The story

Sam Wilson hands Captain America's shield to the Smithsonian because he does not believe a Black man can carry it in this country, and the government immediately gives it to a decorated white soldier named John Walker. Bucky is in court-mandated therapy and making amends from a notebook.

The plot follows the Flag-Smashers, a stateless movement radicalised by the borders that reappeared after the Blip, and its best material is entirely off-plot: Isaiah Bradley's ruined life, Zemo dancing in a Madripoor club, and Sam being pulled over on his own family's dock.

The Falcon and the Winter Soldier's buddy-comedy chemistry and thorny engagement with American iconography make up for a wobbly central plot.

Two excellent character studies and one badly underwritten terrorist plot fighting for the same six hours. Mackie, Stan, Lumbly and Brühl are all doing real work, and Karli Morgenthau never gets an argument the show is willing to take seriously. Sam's final speech is the closest the MCU has come to saying something plainly.
