Biography
Namor predates the Fantastic Four by twenty-two years and every other Marvel character by a comfortable margin. Bill Everett created him in 1939 as a genuinely hostile figure, an Atlantean prince who attacked New York because the surface world had been dropping depth charges on his people. He has never stopped being that character: an ally when it suits Atlantis, an invader when it does not, and always convinced he holds the moral high ground.
The Human Torch found him amnesiac and homeless in Fantastic Four #4 in 1962, which folded him into the modern Marvel Universe as the family's most volatile associate. Since then he has fought beside the Invaders, founded the Defenders, sat on the Illuminati, drowned Wakanda during Avengers vs. X-Men, and pined after Sue Richards for sixty years. Marvel labels him a mutant, an Atlantean monarch and a war criminal depending on which title you pick up.

Comics history
Namor headlined for Timely Comics from 1939, fought alongside Captain America and the original Human Torch in the Invaders, and vanished with the rest of the Golden Age line. His 1962 rediscovery in Fantastic Four #4 was Stan Lee's deliberate act of continuity, tying Marvel's new universe to its oldest character.
He anchored his own Sub-Mariner series through the late sixties and seventies, co-founded the Defenders, and in the modern era became one of Marvel's most useful moral problems: an Illuminati member who backed the Hulk's exile, an X-Man during Utopia, and the man who flooded Wakanda in Avengers vs. X-Men, an act T'Challa has never forgiven.

Yes, and Marvel treats him as the first. His hybrid Atlantean and human heritage produced abilities no other Atlantean has, including flight, and later continuity formally classified him as a mutant. That is why the X-Men have repeatedly recruited him.
