Uatu
Sworn never to interfere. Interferes constantly.
Uatu belongs to a species that once tried to help a younger civilisation and destroyed it by accident. The Watchers responded by swearing never to interfere with anything again, only to record it, and they assigned Uatu to observe Earth from a citadel in the Blue Area of the Moon. He has broken his oath so many times that his own people put him on trial for it.
That contradiction is the point. Uatu keeps intervening because Earth keeps producing situations no reasonable observer could sit through, from Galactus' arrival to Reed Richards' trial to warning the Fantastic Four about the Ultimate Nullifier. Nick Fury eventually murdered him in Original Sin, harvesting his eye and spilling the secrets of the Marvel Universe. The MCU gave the role to Jeffrey Wright in What If...?, where he narrates the multiverse and, inevitably, breaks the same oath.

Uatu debuted in Fantastic Four #13 in 1963 and became Marvel's most reliable device for signalling that a story matters: if the Watcher shows up, the stakes are cosmic. He gave Reed the location of the Ultimate Nullifier during the Galactus Trilogy, stood as a witness at the Trial of Reed Richards, and hosted decades of What If? stories as narrator.
Original Sin in 2014 killed him. Uatu was found murdered in his lunar home with his eyes removed, and the investigation revealed Nick Fury as the killer, acting as Earth's secret executioner. His death released a wave of hidden truths across the Marvel Universe and remains one of the most consequential murders in the line.
