The only villain who took everything from Spider-Man and enjoyed it.
Biography
Norman Osborn is a chemical-industry billionaire who drank his own failed experiment and came out the other side stronger, faster and completely unmoored. The Goblin serum did not create a second personality so much as delete the restraint on the first one. Everything cruel about Norman — the contempt for his son, the appetite for humiliation, the need to own people — was already there. The formula just gave him a glider and a laugh.
He is Spider-Man's greatest enemy because he is the only one who understood the assignment. Doctor Octopus wants to win; Norman wants Peter Parker to suffer. He worked out the secret identity decades before anyone else, threw Gwen Stacy off a bridge, and has spent every appearance since attacking the parts of Peter's life that do not wear a mask.
Marvel has repeatedly proven Norman scales. Given a public-relations makeover he became America's top cop, ran the Dark Avengers in Iron Man's colours through Dark Reign, and nearly held the country. Bonded to the Carnage symbiote he became the Red Goblin and beat Spider-Man harder than anyone has. Norman does not need powers to be terrifying — he needs an audience.

Comics history
Steve Ditko and Stan Lee introduced the Goblin in Amazing Spider-Man #14 and kept his identity secret for two years; the Osborn reveal in Amazing Spider-Man #39-40 (1966), drawn by John Romita Sr., remains one of the great Silver Age twists.
Amazing Spider-Man #121-122 (1973) changed superhero comics: Gwen Stacy dies at the Goblin's hands and Norman is impaled on his own glider. He stayed dead for twenty-three years until the Clone Saga's Revelations arc (1996) brought him back as the architect of Peter's worst decade.
Modern Norman has been a national institution and a monster in turn. Brian Michael Bendis' Dark Reign (2008-2010) put him in the Iron Patriot armour at the head of a fake Avengers team, Siege ended it, and Dan Slott's Red Goblin arc in Amazing Spider-Man #797-801 (2018) bonded him to Carnage for the single most brutal Spider-Man fight in decades.
