Biography
Emil Blonsky was a KGB spy who broke into Bruce Banner's gamma facility, deliberately exposed himself to a dose several times stronger than the one that made the Hulk, and got exactly what he asked for. He came out stronger than the Hulk in his baseline state — and permanently transformed. Banner gets to be a man between rampages. Blonsky never changes back, and the resentment that grows out of that is the whole character.
He is one of the very few beings who can out-muscle the Hulk without escalating him, and Marvel has used him as a benchmark for decades. Where he becomes genuinely interesting is in the wreckage: his wife Nadia's horror at what he became, a stint as a monster on display in Las Vegas, and the recurring theme that Blonsky's real punishment is not the body but the awareness of it. She-Hulk: Attorney at Law played that for comedy and got closer to the comics than the 2008 film did.

Comics history
Blonsky debuted in Tales to Astonish #90 (1967) and immediately beat the Hulk, establishing the trade-off that defines him: greater base strength, no rage multiplier, no way home. He has fought the Hulk, the Avengers and the Thing across five decades without ever meaningfully reforming.
Peter David's long Hulk run gave him his best material, including the Las Vegas exile and his poisonous relationship with Nadia Blonsky. He was later beheaded during World War Hulk's build-up, returned via gamma resurrection, and Marvel has continued using him as the ceiling test for anyone claiming to be strong.
